A new VPN connection shows Down until the remote side connects successfully. Check:
- The settings (IKE version, encryption, pre-shared key, subnets) match exactly on both ends
- Your networks don't use overlapping IP ranges
- A virtual router is attached
- With IKE v1, only one subnet per side is supported – use IKE v2 for multiple subnets
